Baring in mind I am used to Movie Maker, I am currently torn between using Premiere Pro and Vegas, would either achieve effects like these? Also, is it possible to cut objects out during video editing, such as billboards found in South City?

We have decided to start the first filming slot next Saturday on the 7th of June, at 2.00pm GMT+1. It would also be ideal if users could arrive half an hour early at 1.30 for instructions.
A preview will be shown once some filming has commenced, but we can't say any more than what has been said already. If it counts, I do have experience in machinima - whilst this is my first attempt at a proper LFS film, I produced a popular movie in The Sims 2 a while back which I spent a lot of time on:
Myself and my friend (LFS License Unknownrisks) are currently in the process of setting up an upcoming movie, and require the help of the LFS community in the form of extra drivers.
Details are currently under wraps for now, so all we will say is that our aims for the project are very ambitious and we want this to be an LFS first.
For this to work, we require approximately 2 - 14 extra drivers, which will vary in accordance to each scene. Test runs are currently under way, and dates will be issued when we are ready to commence filming. We require users to be co-operative, sensible, patient and willing to drive at slow speeds. We aim to film in hourly sessions, most likely in evenings and Saturdays.
Naturally, all users will be credited in the final production.
To make life easier, I opted to play LFS using a PS2 controller via a USB connector. However, since this change of control method I have found the handling to change dramatically, resulting in overly sensitive steering that feels disappointingly unrealistic - this is apparent when viewing the turning of the steering wheel on screen which seems to instantly turn to full lock. Is there any specific settings that can be changed to receive optimum realism from a controller?
Is there any way of editing the limitation of the number of objects that can be placed? Unfortunately I have already reached this limit whilst building the center divider
After regularly attending the police servers, I was contemplating the thought of having these pursuits on a proper highway situation, since they are normally situated on regular roadways.
Basically, the oval track has seperate lanes laid out on the track already, so a center divider barrier could be placed between these. Out of curiosity, have any completely new tracks been designed within an external program? The servers I have witnessed so far have merely been modifications of existing tracks through the use of the autocross editor.
I am intending on creating a highway for LFS, but am wondering about the most efficient way to carry this out. Although I am new to the auto-cross editor, my initial idea was to manipulate and adapt the oval circuit of Kyoto Ring, but the main flaw this would have is that the track is too short overall. Therefore, would any other users have any alternative suggestions as to how this could be achieved?
